    Immigration reform will likely be the be the first to pass, and PERS will be the most heated.

    We’re not going to like the immigration “reform.”

    PERS should be just about the ONLY issue until its reforms are as drastic as its current impact on state budgets.

    We’ll see tax measures instead.
