    I have to disagree with Bud Clark. I think it bad news. It means cityhall continues to use firing the Police Chief as a diversionary step to take public heat off cityhall when there’s a high profile shooting by the police. It’s worked for decades to quell public outcry in Portland, but there are other structures which would be better at quelling public unrest with Police cases.
