Can anyone explain this?

It seems like anyone is entitled to government service whether you need it or not.

Yes, the billboard is a little deceptive. If you make over $66,000 for a family of four you pay the full premium.

It does not even say qualify for what? Insurance? Health benefits? Screenings? A free piggyback as the photo shows? All it is is a billboard that says you can qualify. Great, for what?
