Doubling Bottle Bill deposit tax creates 45% tax for some drinks

The doubling of the deposit tax may have the greatest impact on water drinks where the cost is low but the tax is high by ratio of total cost.   So the most healthy of drinks is now among the most tax punished.  Why should any drink be nearly 50% in taxes.   This is a clear sign of over-taxation where the consumer is forced to pay.   (The above is an example from a  24-pack of bottled water found at Rite Aid.   Bottled water costs vary greatly).
