Dear Oregonians,
We are continuing to circulate Initiative Petitions 40 and 41, relating to public safety. These have done extremely well, and I expect to see them on the ballot next year.
We are also presently circulating IP 54, which will empower communities to restrict strip clubs. This is very much a volunteer effort.
We are just about done with the ballot titles on several initiatives.
Most of my time is spent working with the Rejuvenation Group, which is strengthening activities among Republicans in the Portland area. Otherwise, I am spending a considerable amount of time at the Capitol, helping efforts to resist bad legislation.
I have worked with the Republican Party on a series of resolutions, which will probably be considered at the June 9 central committee meeting. These resolutions take a solid position on several of my key initiatives, which will probably be on the ballot next year. I am attaching below the draft resolutions, which I have provided to the Resolution Committee regarding initiatives.
For your information, there will also be resolutions supporting the referenda petitions on HB 2007 and SB 2.

The Central Committee of the Oregon Republican Party, on behalf of the Oregon Republican Party, endorses initiative petition 3 and asks all citizens to support this initiative because this initiative shows respect for Oregon taxpayers, many of whom are subjected to double taxation because they pay Oregon taxes on taxes paid to the federal government. This happens because the state does not allow full deductibility of federal income taxes when Oregon taxes are paid.
The Central Committee of the Oregon Republican Party, on behalf of the Oregon Republican Party, endorses initiative petition 19 and asks all citizens to support this initiative because it allows a reasonable amount of time for immersion into English for students but ultimately expects students to use English in their education.
The Central Committee of the Oregon Republican Party, on behalf of the Oregon Republican Party, endorses initiative petition 20 and asks all citizens to support this initiative because it grants merit pay to teachers based on classroom performance rather than simply giving pay increases based on seniority.
The Central Committee of the Oregon Republican Party, on behalf of the Oregon Republican Party, endorses initiative petition 21 and asks all citizens to support this initiative because it allows property owners to improve their properties up to $35,000 without being subjected to time-consuming, difficult, and expensive building permit requirements. The measure includes safety standards and requires compliance with restrictions such as height limits and setback requirements.
The Central Committee of the Oregon Republican Party, on behalf of the Oregon Republican Party, endorses initiative petition 40 and asks all citizens to support this initiative because it establishes tougher criminal sentences for predators, such as drug dealers, identity thieves, auto thieves, and burglars.
The Central Committee of the Oregon Republican Party, on behalf of the Oregon Republican Party, endorses initiative petition 41 and asks all citizens to support this initiative because it enhances public safety. It provides full dedicated funding from the lottery, without tax increases, for Oregon criminal investigation, forensics and crime lab operations. It also provides counties with desperately needed funds for early childhood programs for children who are at risk; criminal investigation and field operations of county sheriffs; and prosecution funds for district attorneys.
The Central Committee of the Oregon Republican Party, on behalf of the Oregon Republican Party, endorses initiative petition 54 and asks all citizens to support this initiative because it will empower state and local governments, reflecting community values, to establish restrictions on strip acts.
The Central Committee of the Oregon Republican Party, on behalf of the Oregon Republican Party, endorses initiative petition 81 and asks all citizens to support this initiative because it establishes common sense standards regarding the number of state police patrol officers needed to protect Oregon’s citizens based on population. Once fully implemented, these staffing standards will mean that Oregon will, again, have reasonable levels of police protection on Oregon’s highways, 24 hours a day, 7 days a week.
The Central Committee of the Oregon Republican Party, on behalf of the Oregon Republican Party, endorses initiative petition 87 and asks all citizens to support this initiative because it will ensure that only United States citizens are participating in that most precious of all actions, voting.
The Central Committee of the Oregon Republican Party, on behalf of the Oregon Republican Party, endorses initiative petition 88 and asks all citizens to support this initiative because it will eliminate the hypocrisy of government officials refusing to help enforce immigration laws and will, instead, require them to cooperate and assist in the enforcement of those laws.
The Central Committee of the Oregon Republican Party, on behalf of the Oregon Republican Party, endorses initiative petition 89 and asks all citizens to support this initiative petition. It will protect our precious initiative and referendum rights from being restricted by legislation because it requires a vote of the people for such restrictions and it will also nullify anti-initiative legislation passed by the 2007 session of the legislature.
The Central Committee of the Oregon Republican Party, on behalf of the Oregon Republican Party, endorses initiative petition 90 and asks all citizens to support this initiative petition. It will protect our precious initiative and referendum rights from being restricted by legislation, because it requires a vote of the people for such restrictions.
The Central Committee of the Oregon Republican Party, on behalf of the Oregon Republican Party, endorses initiative petition 91 and asks all citizens to support this initiative petition because it will respect the choice of parents who incur education expenses on behalf their children. It covers Kindergarten through twelfth grade and gives parents a $400 annual tax credit per child for such expenses. This helps all parents meet the educational needs of their children, including homeschoolers.
The Central Committee of the Oregon Republican Party, on behalf of the Oregon Republican Party, endorses initiative petition 92 and asks all citizens to support this initiative petition because it closes a massive gap in current Oregon law by which persons who are not legally present in this state are able to get a driver’s license. This initiative will require that all persons seeking Oregon driver’s licenses provide evidence that they are legally present in Oregon.
The Central Committee of the Oregon Republican Party, on behalf of the Oregon Republican Party, endorses the petition to place House Bill 2007 on the ballot. This petition protects the integrity of the will of the voters, who overwhelmingly supported Measure 36 (Definition of Marriage). The people should be heard on this issue.
The Central Committee of the Oregon Republican Party, on behalf of the Oregon Republican Party, endorses the petition to place Senate Bill 2 on the ballot because Senate Bill 2 gives certain people special rights and privileges and is so loosely written as to encourage discord and litigation.
