REPRESENTATIVE HUFFMAN CO-SPONSORS NEW LOCKSMITH OVERSIGHT LAWS

THE DALLES — Representative John E. Huffman (R-The Dalles) announced today that he is co-sponsoring legislation for the 2009 Legislative Session that will provide better oversight for the locksmith industry in Oregon. Rep. Huffman is working with State Representative Linda Flores (R-Clackamas) to draft the legislation.

“The information and tools to walk through any locked door is out there and it is getting into the wrong hands,” said Ernie Blatz, President of the Pacific Locksmith Association (PLA). “In an industry where every aspect is security – homes, auto, businesses — why wouldn’t you want tighter licensing for locksmiths?” Blatz is also the owner of Ernie’s Locks and Keys in The Dalles.

The PLA endorsed the idea of moving ahead with a new law for better oversight at their recent monthly meeting. “This is a great example of how a business group is trying to police their trade and restore some of the credibility they may have lost with customers,” said Rep. Huffman. “I am hoping we can add some protection and peace of mind for consumers.”

Blatz noted similar attempts to strengthen licensing laws have been unsuccessful, however, “in the last couple of years there has been a large group of out-of-state illegal locksmiths scamming and ripping off the public in Oregon. They use 1800 numbers that go to other states where the job is then dispatched to local people who are not licensed and who have been trained out of a hotel room. Once they size up a customer they over charge them.”

Under current law, locksmiths who work on homes, businesses or other structures need to be licensed as a contractor. The Oregon Construction Contractors Board (CCB) estimates around 72 locksmiths are presently licensed, yet there are hundreds listed in the phone book, many with false addresses. The CCB recently issued several penalties and warning letters but only 60 such enforcement actions have occurred over the last 20 years. The Oregon Department of Justice has limited investigative powers but they have recorded over 900 consumer complaints in the last two decades. Ten other states have stricter laws than Oregon.

Some potential changes that are being considered are giving locksmiths a separate specialty license similar to Washington State, requiring more training and certification or moving the licensing duties to another agency.

    Sounds like current law isn’t even being enforced. Why not enforce it to the max before you create another law that won’t be enforced??

    Typical nonsense from these run of the mill politicians. Don’t actually do anything – just pass meaningless laws that won’t be enforced or make any difference to anyone. Keep up the good work.

    Lame, lame, lame. I assure you that anybody who wishes to break into just about anything has a much better chance of going to home depot and buying one of those kits that comes with a 24vlt cordless drill, cordless sawzall and cordless light. Your going to be much faster with that than learning how to use a pickgun or pick levers.

    Increasing restictions on locksmiths will deter just as many robberies and burglaries as adding restrictions to handguns deters crime ZERO.

    Sound like another GOP politician went soft.

    This kind of idiocy is why everyone should back nongovernmental certification programs instead of licensing. If a nongovernmental certification program is not working for the public and institutions it serves it is easily replaced by any responsible person(s) wanting to take up the task. Certification programs are open for competition so that people have the opportunity of supporting certification organizations that represent excellence in workmanship instead of minimum standards. Or if you still like minimum standards, your area could have both an organization for excellence AND a minimum standard organization of its very own! You could have all this AND take valuable money out of government’s greedy little misusing hands.

    Rep Huffman (our representative here in The Dalles) has been a representative for only a few months (he was appointed to fill the unexpired term of his predecessor John Dallum who resigned) yet has already done much to extinguish himself.
    During the last special session he pushed through a scheme to spend almost $1 million on a pork barrel plan to study diverting Columbia River water into underground storage. I don’t have time to go into detail about this plan but suffice it to say it is similar to the idea of installing huge fans around the city of Los Angeles to blow out all of the smog.
    Noteworthy is what he didn’t get done last legislative session. Huffman couldn’t be bothered with much needed protections for schoolchildren and electric ratepayers. Cost to taxpayers: $0
    And when asked to do something about Wasco Electric Co-op, one of the local power companies here who has two of the board members serving unlawfully in violation of a term limits provision Huffman refused to do anything saying, in effect, that there were a few people yanking his chain and he wouldn’t go against them.
    How could we do any worse?
