Kamala dragged down Oregon vote?

The Oregonian reports a decline in total election turn-out out of eligible registered voters.

This could be due to a delay in Clackamas County, or to delays with Portland’s rank choice voting, which may mean ballots may be coming in.

It also maybe that Kamala Harris has greatly under-performed on motivating voters.
