The best homeless fix yet

One of the best ideas to help with Oregon’s sprawling homeless is a program called Ground Score, which employs homeless people to pickup trash.  What an idea.    Both the City of Portland and one local business district pay for the service.

Needless to say, Portland finds itself with a $100 million hole and plans to cut this program as well as graffiti removal.

This is so tragic.  As for graffiti, if you do not remove it, you will get more.

So curious how an $8 billion dollar Portland budget has no money for trash and graffiti removal.
