HB 3054 doubles down on failed rent control

Oregon House Republicans urged the legislature to pursue policies to increase housing supply, allowing seniors on fixed incomes stay in their homes. This contrasts with Oregon House Democrats who chose to double down on already failed rent control policies with the passage of House Bill 3054-A.

HB 3054-A implements stricter rent control for manufactured home parks and marinas which often have seniors on fixed incomes as tenants. Park operators can only raise rents a maximum of 6% each year in most cases, regardless of the rate of inflation. The bill came out of the House Committee on Housing and Homelessness on a party line vote.

Demand for housing in Oregon is high and there isn’t nearly enough supply. Seniors on fixed incomes need more options. More supply is the only thing that reduces the cost of housing.” said Rep. Vikki Breese Iverson (R-Prineville).

When a greater supply of housing became available in Austin, TX rents went down 22%.

We heard from many family-owned, manufactured home park operators that HB 3054-A will reduce their ability to maintain their parks. More likely it will disrupt relationships with longtime tenants and may even force some to sell their parks. This doesn’t keep seniors comfortable or secure in their homes.” Rep. Darcey Edwards (R-Banks) added.

HB 3054-A passed the House Floor on a nearly party line vote. It now heads to the Senate for consideration.
