Kotek backtracks on Kicker theft, revises plan

This week, Oregon Governor Tina Kotek, proposed to take the people’s Kicker Income Tax Refund to fight fires.  Oops.   She changed her plan within hours.  The Oregonian notes, “Kotek’s office later clarified she supports holding back the rebates only from “high income earners” who see the largest rebates, suggesting low-income Oregonians would still get their full kicker tax credits next year if lawmakers go along with her proposal.”

Kotek now wishes to only steal the Kicker from higher income Oregonians.  Who is higher income?  If you make $70,000, you make more than the average Oregonian.  Is $70,000 higher income and set to lose their Kicker under Kotek.
