SALEM, Ore. – State Representative Kevin Mannix (R-Keizer/North Salem) today formally announced he will seek re‑election to Oregon House District 21.

 

A longtime small‑business attorney and community leader, Mannix built his Salem law firm around representing local employers, churches, and non‑profits and has spent decades standing up for taxpayers and victims of crime. In 2023 he returned to the Legislature and has become Oregon’s most effective bipartisan lawmaker, passing more bills into law than any other legislator in state history despite one‑party control over the capitol.

 

“I refuse to let politics get in the way of progress,” said Mannix. “I face pushback from the left and from the right because I never stop showing up to find those willing to work with me to make progress on the issues that matter. I am running for re-election because we must continue to see progress on our priorities: ensuring violent criminals are held accountable, protecting crime victims, expanding the supply of housing in Salem and Keizer, ending punitive taxes, and restoring basic good governance.”

 

A record of delivering tangible results

 

Rep. Mannix is seeking to build on his clear record of delivering on safety, affordability, and government accountability:

 

  • Public safety leadership: Long known for his authorship of mandatory minimum sentences in Measure 11 and the Family Abuse Prevention Act, Mannix expanded on protections for crime victims in the 2025 session. Key legislation he passed included the criminalization of nonconsensual distribution of AI‑generated “deepfake” intimate images and protections for survivors’ right to speak without being silenced.

 

  • Housing and affordability: Working across party lines, Mannix co‑authored landmark housing legislation to unlock 3,500+ acres of unused state‑owned land for affordable and middle housing, streamline approvals, and cut costly delays. Mannix is also a Chief Petitioner for Initiative Petition 51 (2026), the ‘End the Death Tax Act,’ which would eliminate Oregon’s estate tax (currently up to 16%) that is driving retirees and job creators out of the state.

 

  • Common sense, accountable government: Mannix modernized Oregon’s courts and cut red tape so government works faster and cheaper for taxpayers. He worked with Democrats to ensure proper legal oversight at the Oregon State Hospital, and he delivered more than $10 million for local priorities such as Marion Polk Food Share, Keizer Rapids Park, the Willamette Heritage Center, and the Oregon State Fairgrounds.
