One of the Capitol rumors coming from Salem State Capitol is that Governor Kotek may borrow money from the State Accidental Insurance Fund (SAIF) to fund her Oregon Department of Transportation (ODOT) employees.   This fund may be as large as $40 billion dollars.  Previously then-Governor Kate Brown tried to use $500 million of this fund to help backfill the $20 billion Public Employee Retirement System debt.   In 2004, there was even a Ballot Measure to abolish SAIF and tap into the funds.

Governor Kotek is desperate to find money to fund her ODOT plan, sicne the successful referendum drive stopped her $4.3 billion dollar gas tax, wage tax, DMV fee hike bill.   The referendum drive gathered soem quarter million signatures in just 38 days as was spear-headed by chief petitioners Senator Brice Starr, Representative Ed Diehl, and Jason Williams of the Taxpayers Association of Oregon.

This is just a rumor, but represents a tempting pot of money to raid by politicians.
