Early testimony blocked for Kicker bill. Now you can (please do)

Mere hours before the House Revenue Committee met to hold a public hearing on a Kicker theft Bill, HB 4125, online testimony was blocked.  Citizens are supposed to be able to submit online testimony on any public hearing bill three days before the hearing at a minimum.

Not only was online testimony blocked but the bill itself did not show any hearings or assignment to any committee on the morning of the bill hearing.

As a result, few knew what was going on.

The hearing room was quite empty.

 

Now, people only have until Wednesday to submit an online testimony.

They should.

Kicker Theft House Bill 4125 aims to change the formula for how a Kicker Tax refund is calculated in order to produce fewer Kicker Refunds. The bill also tries to steer Kicker Refunds that would have gone to you and your family and divert them to a fund to pay off the $24 billion Public Employee Pension System debt (See Section 5).

Oregon taxpayers will be getting a $300 to $500 average Kicker Refund on their taxes this April.  We remind our readers that the Kicker is over-collected surplus tax revenue being returned to taxpayers.  Surplus tax revenue comes in after the Legislature balances their budget and meets their needs.   The surplus is unexpected over-collected revenue ABOVE the completed State Budget.

The Taxpayers Association of Oregon reminded lawmakers at the hearing that if they needed more money they cut the waste like:

– $10 million on a Portland Food Court (2025)

– $50 million on Hollywood film tax credits

– tens of millions of tax dollars to subsidize luxury hotels

– tens of millions on EV subsidies
