(video) Man steals water, empties it, goes back for deposit

Independent journalist and homeless advocate Kevin Dahlgren has video of a man stealing water from a store only to empty it across the street and return it for a deposit.  Juts a few dollars is all someone needs to buy a few days of fentanyl and snacks.
