Kotek signs gun bill (HB 4145). It is a Second Amendment win.

HB 4145 started out as a terrible gun bill that doubled the permit fee and doubled the wait time to purchase a firearm (under Measure 114).

That bill was gutted and replaced with a simple extension of the Measure 114 implementation.  Measure 114 is one of the most restrictive gun laws in the nation and is being debated in court.  To have an extension was a great sigh of relief.

Here is the HB 4145 description, “The measure delays the operative date of the Reduction of Gun Violence Act, as enacted by Ballot Measure 114 in 2022 and modified in 2025, from March 15, 2026, to January 1, 2028. It states legislative intent not to interfere with the current proceedings before the Supreme Court concerning the constitutionality of Ballot Measure 114.
The measure declares an emergency, effective on its passage.”

This success came as the result of second amendment groups like Oregon Firearms Federation and by Republican Senators and Representatives that stood against the original bill and helped force the change.
