40% marriage fee hike to pay for Rank Choice Voting? (HB 3383)

House Bill 3383 (Hb 3383) would increase the marriage license fee from $25 to $35 — a 40% increase!

House Bill 3383 (Hb 3383) also increases a records search fee or an official certificate request fee from $3.75 to $5 — a 33% increase.

Supporters are requesting the fee hikes to pay for County expenses, with election related expenses being among the top rising costs.   This is especially true for Multnomah County which has both Rank Choice Voting for the City of Portland and a complete bureaucracy of campaign finance laws (City/County) that do not exist anywhere else in Oregon.   During the 2024 election, the City elections had to place ads and do costly public education campaigns to educate citizens on how Rank Choice Voting works.  In the end it failed because 20% of voters skipped Rank Choice Voting elections.  It cost more and it drove voters away.  How do you define failure?

Multnomah County testified in favor of House Bill 3383 (Hb 3383).  They want a 40% marriage fee increase and 33% public records fee increase to pay for the terrible, costly, dysfunctional system that liberals have foisted upon their departments.

Let this incident go down as another example of failure of Rank Choice Voting.   It played a small role in big expenses for this one county.

Here below is how one Portland rank choice voting ballot looked.

Here is an example of how Rank Choice Voting made the people’s #3 choice in a Portland race the #1 winner (it was ignored because the top three candidates won the top three spots).

House Bill 3383 (Hb 3383) summary reads “The Act would raise certain fees charged by county clerks.”
