Capitol rumors are abuzz that the Secretary of State is floating a plan to ignore his self-imposed deadline over the the gas tax election swap bill.   As previously mentioned, Governor Kotek and the liberal Democrat majority are trying to rush out a bill, SB 1599, that would switch the constitutionally set election date of the gas tax referendum vote from the General November election to the May Primary, for which the Secretary of State has said there is not enough for it to be placed.  The short timing interferes with voters ability to issue voter arguments — especially voter arguments using the 500-siganture method.   The Secretary of State issued a February 25th deadline upon the Legislature to give voters proper time.  The Legislature just blew through that deadline with reckless abandon.

So now, the Secretary of State is rumored to be suggesting that he will make up for lost time voters have by voiding any fees or signature requirements for arguments in the Voter Pamphlet Statement.   It is uncertain whether the Secretary of State can change the law without actually changing the law.
