Every 10 years, all 50 states must redraw their political district boundaries to reflect the new census numbers.  The map by Wikipedia shows which states use independent commissions and which use State Legislatures and the current political control of those state legislatures.

This demonstrates the importance of taking politics out of the redistricting process and putting it into the hands of non-partisan processes so that the results are not dependent on a particular election.   Oregon voters almost had a ballot measure on the 2020 ballot that created an independent commission but fell short due to covid-19 disruptions.
