Police no-show creates wild neighborhood free-for-all

Vagrants gathered and took over a Portland City street to do drag racing. Police were called and said they couldn’t respond. The mass gathering of people grew and even stormed a local convenience store where people stole $15,000 worth of goods in just 20 minutes. Please watch the video below:
