Projected new Kicker Refund nears $1 Billion

The Economic Forecast came in this week, and the economy is doing better than expected. Nearly two billion dollars in over-collected tax revenue came in above what was projected and beyond what the Legislature budgeted for. When tax revenue exceeds 2% of the budget and what was projected, the wonderful Oregon Constitutional Kicker Refund Law kicks in and refunds these over-collected revenues back to Oregon taxpayers who over-paid. This year the average Oregon received a $900 Kikcer Refund on their April taxes.

The personal Kicker, at this moment in time, is $987 in excess, over-collected revenue. The over-collected surplus tax revenue from businesses stands at $883 million. Business surplus tax revenue does not get returned to businesses but rather sent to an educational fund. Even with this bonus and unexpected $883 million, Oregon liberal politicians are still talking about raising taxes to fund more money for education. Portland teachers went on a near 3-week strike for higher pay — and their new contract means that most teachers will soon be making over $100,000 a year.

These revenue estimates may change and may either shrink or expand the Kicker projections over 2025.
