SJR 15 abolishes people’s Kicker refund

Portland Democrat State Senator Lew Frederick has authored Senate Joint Resolution 15 (SJR 15) which would abolish the people’ Kicker Income Tax Refunds.   Voters put into the Constitution requiring over-collected surplus tax revenue to be returned to taxpayers who were over-taxed.   The average surplus Kicker refund was over $1,000 per Oregon taxpayer.

Politicians like State Senator Lew Frederick (D-Portland), cannot, on their own, abolish the Kicker law.  Instead, they must ask voter permission to change the State Constitution.  This is why SJR 15 is a referral to voters at the next election.    This is so sad, because even though politicians returned surplus kicker to voters last time, the state government still had enough money (after returned surplus tax revenue) to grow the state budget at over20%.  It is not enough for politicians to grow the state budget faster than population and inflation growth, these politicians feel compelled to grow the budget at 25%, 30% or 40%  by stealing the people’s Kicker refund.

The official SJR 15 measure explanation reads, “SJR 15 Proposes an amendment to the Oregon Constitution to cease the requirement of returning surplus revenue to personal income taxpayers. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.”
