Independent reporter Kevin Dahlgren and photographer Tara Faul called 911 when they witnessed a homeless individual experiencing severe Fentanyl withdrawal in downtown Portland. Upon contacting the 911 dispatchers, they were informed that they were on hold due to a lack of available emergency services and would have to wait for an ambulance to respond. After waiting an hour, a formerly homeless woman stepped in to help, providing first aid and taking it upon herself to care for the individual going through detox.
