The big timber tax bill, Hb 3489, to have hearing on 4/24

The House Committee On Revenue will have a hearing on House Bill 3489 on April 24th, 3:00 PM, Hearing Room A in the State Capitol.

High taxes and red tape are shutting local mills down at an alarming rate.   This means were are (1) losing tax revenue, (2) losing jobs and (3) are not harvesting our forests which reduce wildfires (compared to untouched forests which increase in forest fuel of dead and diseased trees).

HB 3489 summary reads, “The Act would impose a new severance tax on timber harvested from public or private forestland. The Act would repeal all current forest product harvest taxes. The Act would get rid of a lot surcharge, the Emergency Fire Cost Committee and the Oregon Forest Land Protection Fund. The Act would make changes related to the cost of fire protection in forest protection districts. The Act would be referred for a vote at next year’s general election. Imposes a severance tax on owners of timber harvested from public or private forestland. Imposes the tax at rates determined under brackets according to the acreage of forestland held in common ownership, multiplied by the pond value of timber at the time of harvest. Repeals forest products harvest taxes. Abolishes a lot surcharge. Makes changes related to the cost of fire protection provided within forest protection districts. Abolishes the Emergency Fire Cost Committee and the Oregon Forest Land Protection Fund. Refers the Act to the people for their approval or rejection at the next regular general election.”
