What is driving this is the fact that

• Oregon couples are having fewer children.
• Oregon families with children are leaving (because of high taxes, high crime)
• As families leave, seniors from California are migrating to Oregon.
• As families leave, Oregon attracts homeless and drug addicts from the rest of the nation.
