The Portland City Council voted 9-2 that creates a brand new “impact fee” on landowners who are involved with leasing to tenants who utilize detention facilities. The measure reads, “By creating an ongoing impact fee tied to the documented impacts of such facilities, this Chapter ensures that taxpayers, Portland families, are relieved from subsidizing the costs that arise from this highly specialized land use.”

Follow the logic. People riot in front a building which requires a police response. The City charges the landowner for the cost of the police and lets the rioters go un-arrested.
