SB13 removes barrier for non-grads to get jobs


Senate Bill 13 (SB 13) to have a professional licensing board to consider experience when someone doesn’t have a high school diploma

Oregon Senate Bill (SB 13) would make it a law that licensing boars must allow individuals to consider work experience when said individual doesn’t have a high school diploma or equivalent for license and certification.

The Senate Bill (SB 13) Summary reads, “Requires a professional licensing board to consider experience in lieu of a high school diploma or an equivalent for licensure, certification or other authorization to provide certain occupational or professional services.

The bill (SB 13) was read in the Senate Committee On Labor and Business on 02/11/2025, where State Senator Kim Thatcher (R), the chief sponsor, believes that this bill removes worker barriers. “This is continuing the conversation to de-regulate people’s work.” Senator Thatcher highlighted that an individual’s ability should be a significant consideration and allow those who don’t have high school diplomas. Senator Arron Wood (D) commented on how he commended Senator Thatcher and SB13 and that he would always hire someone with experience over someone who just has a diploma, highlighting the quality of work. In addition, Senator Wood stated, “I think this is something that needs to happen, and I agree.” With regard to the bill, though, he hasn’t sponsored it yet.

The bill is also sponsored by State Senator Daniel Bonham (R), and Suzanne Weber (R).
