Did homeless revolt lead to Tigard Mayor resigning?

This week the Mayor of Tigard abruptly resigned.  The issue cited was workplace complaints from staff.  At the same time, there was a public backlash over the Mayor’s plan to lavishly expand homeless services and an uproar over out-of-control homelessness/drug use/litter in the city as documented by independent reporter Kevin Dahlgren.  It is suggested that the two problems together sparked the Mayor’s resignation.
