Suspicious tax bill remade into tax credit buffet bill

As of last week, HB 2071, was a simple two-sentence bill saying government should study taxes.

A speedy public hearing was held and it was amended with a 20-page amendment to cover a half-dozen tax credits — a buffet of tax credit extensions.

It passed unanimously out of committee and represents how quickly a bill can change.

It also happened so quickly that the public has no realistic chance to testify.

Such bills may be good or bad, but what remains is that the process is grossly untransparent and unfair to citizens.
