Can you explain this political cartoon?

This political cartoon, running in the Sunday Oregonian yesterday, left many people confused.

We thought we would leave this curious question to Catalyst viewers to provide feedback if they understand it, find it funny, get the point.

 

It will be interesting to see what people come up with.

 

On Facebook someone left this comment, “Not a very good cartoonist with their obscure snarkiness. I believe they intend to dis Republican run states for being gun nuts, religious freaks, and the hypocrisy of it all, while forcing their views on children, spouting “Though shall not kill” while being gun lovers.”
