Big statewide property tax plan returns!!! (HJR 6, HJR 8)

Last year, State Representative Paul Evans (R-Salem), submitted HJR 201 (2024 Session) which would have created Oregon’s first ever property tax to go statewide and to be controlled by statewide politicians.  Over 1,200 people testified against the tax and less than a dozen testified in support of the tax.

Representative Paul Evans is back with House Joint Resolution 6 and House Joint Resolution 8.

HJR 6 is a statewide property tax set at $1 per $1000 of home value.  HJR 6 property tax bill reads:

Digest: The measure asks voters to impose a tax on property to pay for projects to reduce risks from disasters. The tax would end after 20 years. The measure asks voters to say yes or no at the next general election. (Flesch Readability Score: 72.7). Proposes an amendment to the Oregon Constitution imposing a tax on property, providing that the tax is not subject to specified other constitutional limits on property taxes, providing that re- venues from the tax must be deposited in an emergency resilience fund, providing that moneys in the fund may be used only for emergency resilience projects, and repealing these provisions on June 30, 2046.Refers the proposed amendment to the people for their approval or rejection at the next regular election. “

HJR 8 is very similar but has a lower rate and includes personal property which means means a tax on business inventory.  HJR 8 reads:

Digest: The Act would put in the constitution a state tax on property to fund public safety. “Proposes an amendment to the Oregon Constitution requiring the Legislative Assembly to create an administrative authority for funding public safety in this state. Directs the Legislative Assembly to impose a state property tax to fund public safety in this state. Allows the Legislative Assembly to delegate to the administrative authority the authority to implement the tax. Provides that the tax would not be subject to Article XI, section 11, of the Oregon Constitution (Ballot Measure 50) (1997), or Article XI, section 11b, of the Oregon Constitution (Ballot Measure 5) (1990). Refers the proposed amendment to the people for their approval or rejection at the next regular general election.” 

These types of insane taxes on top of sky-high property taxes is the type of tax that throws seniors out of their homes and chases small businesses out of the state.
