SB 996 would ask the Oregon Liquor and Cannabis Commission to study updating Oregon’s bottle bill.  SB 996 hearing in Monday.

This could be a bill to expand new containers to be under the deposit mandate.

This could be to examine Governor Kotek’s workgroup recommendation to fund wildfire programs with a non-refundable bottle redemption fee.

This may also focus on the problem with small shops having to host redemption centers.  These centers are a major attraction for drug trafficking.   Because drug users just need a few dollars, a local bottle return service featured by a small corner store becomes the perfect place to redeem a few cans, just enough to buy meth from the local dealer hanging around the store for easy customers.   This turns local stores into unwanted drug havens.

Senate Bill (SB 996) summary: “Requires the Oregon Liquor and Cannabis Commission to study the modernization of the beverage container redemption and recycling law. Directs the commission to submit findings to the interim committees of the Legislative Assembly related to the environment by September 15, 2026”
