Rep. Diehl: No to forced labor products

SALEM, Ore. – On February 24th, Representative Ed Diehl (R-Stayton) testified in support of HB 2425, which would require Oregon public bodies to obtain certification ensuring that the electric vehicles and solar photovoltaic energy systems they procure are free from forced labor and oppressive child labor.

“There is extensive evidence that the supply chain for lithium batteries and photovoltaics is using forced labor and child labor. And Oregon’s green energy mandates are creating an artificial demand that is fueling labor abuses,” said Rep. Ed Diehl. “We must either take this opportunity to uphold human rights or reconsider these mandates.”

HB 2425 would allow the state to rely on the certification of a reputable third-party organization in making the determinations.

Reputable third-party organizations can assist in verifying supply chains. The technology exists.” said Rep. Ed Diehl, “I think we have a moral imperative to take a stand against forced labor.

According to the US Dept. of State Office to Monitor and Combat Trafficking in Persons, credible evidence indicates that manufacturers of silicon metal (used by the solar supply chain and other sectors) directly engage in state-sponsored forced labor programs. In addition, artisanal and small-scale mining of cobalt has been associated with forced child labor and other abuses. These examples highlight the urgent need for actions to avoid labor and human rights abuses.
