One of Kotek’s unprocessed offenders kidnaps girl, 11

A convicted rapist, Elijah Arces, is now facing charges for the kidnapping of an 11-year-old girl in Salem. Currently, he is classified as an “unlevelled” sex offender in Oregon, meaning he has not undergone the necessary processing.

The state’s Parole Board has left around 18,000 individuals with sex crime convictions without the required classification level, categorizing them as unprocessed. Kotek has not only ignored this 18,000 list but she previously tried to pass bills that would delay the time to process sex-offenders and also to let more sex-offenders go unprocessed by reducing the standards.

Earlier this year, it was estimated that over 12,000 of these individuals were living or working in Oregon.

Arces was released from prison in September 2004. As an unprocessed sex offender, his post-prison supervision concluded on January 1, 2013. In 2012, he pleaded guilty to failing to report as a sex offender.
