Capitol insiders: Paris Hilton may be testifying in Oregon

Capitol Insiders expect Paris Hilton, granddaughter of the founder of Hilton Hotels and an American media personality, to testify on the Oregon Senate Committee on Human Services, Mental Health and Recovery. The bill in question is SB 710.

Sponsored by Sen. Sara Gelser (D-Corvallis), SB 170: Modifies allowed and prohibited uses of restraint of children in care by child-caring agencies, proctor foster homes and developmental disabilities residential facilities. Prescribes reporting requirements following administration of restraint or involuntary seclusion. Directs Department of Human Services to adopt rules for individuals to be certified in administration of restraints and involuntary seclusion.

Hilton describes her personal story around the abuse she faced while in custody of troubled teen programs in a recent documentary.

In an interview Hilton said: “My goal is to bring change and end the troubled teen industry by shining a light on it and also encouraging other survivors to tell their story. I think that this is a subject that a lot of people have never really discussed. Maybe it is because they didn’t believe the children. Just from being in there you are so traumatized. You don’t even want to think about it or talk about it. You are almost ashamed of it when it is not the child that is ashamed. It should be the people doing this to the children that should be ashamed of the way they treat them and abuse them. I’ve contacted Sara Gelser, the [state] senator from Oregon. I want to help take this to legislation to make a difference. Hopefully with that we can make a change and shut these places down.”

In 2019 to present time, facilities housing Oregon foster children in other states have faced scrutiny over alleged neglect and abuse of the children in those programs.
