Since Biden said there’s NO inflation why sign Inflation Act?

President Biden said “I just want to say a number: zero. Today, we received news that our economy had zero inflation in the month of July. Zero percent. Here’s what that means: While the price of some things go up — went up last month, the price of other things went down by the same amount. The result? Zero inflation last month.”

And yet he now has signed the $740 million Inflation Reduction Act.

President Biden also said on July 28th “We’re not coming into recession, in my view” despite the announcement that the United States was in a recession with two quarters of negative growth.
