METRO tax so flawed, they mass mail everyone asking if they owe it?

The very costly and damaging 2020 Metro homeless services tax has had such a hard time identifying who pays that they are resorting to mass mailings postcards to everyone asking the question “Do you owe Metro’s supportive housing services tax?”

Very unusual to see a government postcard that reads, “Do you owe us money?”

This is happening 5 years after the tax passed.
