The Oregon population decline is being led by young families with children.  Parents are pulling their children out of schools, and leaving for other states.   Additionally, during Covid many parents pulled their children out of school and then enrolled them in Charter schools and private schools.  Oregon was cited as a top state for charter school enrollment.

The change is so big that some cities, like Corvallis, are closing schools.

OPB reports, “The Corvallis School District is facing a nearly $4 million deficit for next school year — no small problem for a shrinking district of about 6,000 students. The district had to cut $3 million last year, and another $8 million the year before that.District leaders are searching for a long-term solution that balances capacities in Corvallis’ school buildings as student enrollment continues to decline. This week, they’ll vote on whether to close two neighborhood schools.”
