Oregon falls behind on re-opening

Most states have entered into lifting many restrictions as of May 15th according to the Wall Street journal.  Oregon, which has been among the lowest death-rate impacted states, has still been among the states keeping most of their restrictions.   This follows Governor Kate Brown’s public “baby steps” strategy.
