Rep. Yunker: Must repeal HB 3115, return of local control

Representative Dwayne Yunker (R-Grants Pass) again made a motion on the House Floor to bring House Bill 2432 to a vote—legislation that would repeal the disastrous 2021 law, House Bill 3115, which stripped cities and counties of their ability to manage public camping and address homelessness locally.

This marks the second time House Republicans have forced a floor vote on HB 2432, the first being on May 21, 2025. The motion failed again. This time, 27 Democrats voted No, compared to 24 last month. However, with more legislators present for today’s vote, more Democrats were forced to go on the record.

“HB 3115 continues to paralyze local governments while people suffer and communities unravel,” said Representative Yunker. “In Grants Pass, we’ve won at the Supreme Court in Johnson v. Grants Pass, but thanks to HB 3115, we’re still being pushed to expand homeless encampments into neighborhoods. That’s not compassion—it’s chaos.”

“Oregon is becoming a haven for crime and addiction, while local leaders are punished for trying to restore order,” Representative Yunker added. “Meanwhile, executive pay keeps rising at politically connected homelessness nonprofits, but the problem only gets worse. Today’s vote proves Democrats are unwilling to act. We won’t stop pushing until our communities get the tools they need to fight back.”
