State’s #1 shelter to close. Despite new taxes. $65M unspent fund.

The state’s largest homeless shelter, Bybee Lakes Hope Center in North Portland, is facing closure as it has only a few weeks left of funding.

At the same time, Multnomah County is sitting on $65 million in unspent funds for homeless programs and has been in a long delay on what to do with it. The Bybee center needs $5 million.

This out-of-cash crisis for the shelter comes as the Portland-area politicians in the past few years passed a CEO tax, an income tax increase and a property tax all tied, in part, to helping homeless and affordable housing issues. Also, the 2023 Legislature approved billions in new projects in this area.
