$1.3B in “new” homeless programs yielded 22% more homeless

Oregon has spent an additional $1.3 billion on affordable housing and homeless programs in the past five years.

In 2018, METRO voters (Multnomah, Washington, Clackamas) approved a $652 million property tax bond for affordable housing to get people off the streets and into houses. (Measure26-199).

In 2020, METRO came back with even a bigger package with a 1% Income tax on higher earners and 1% Business tax increase to fund homeless services (Measure 26-210).

The 2019 Legislature approved $225 million for various housing and homeless programs.

The end result has been a 23% increase in homeless while the rest of America’s states saw only a .3% increase.
